Washington, DC – Today Congressman Jamie Raskin (MD-08) released the following statement calling for the immediate release of the 239 hostages captured by Hamas, an end to the violence in Israel, Gaza and the West Bank, and a forward-looking strategy to ensure peace and security for all people in the region.
“Now is the time for American strategic, diplomatic and political leadership to press for a breakthrough change in the relentless and dangerous dynamics of war and violence. The world has seen enough death and destruction.
“We must work with Israel and all our democratic allies, as well as the United Nations, to end the horrific carnage of this war that began on October 7, 2023, with Hamas’s vicious terrorist attack. We must establish the framework for a just and durable peace and the democratic reconstruction of the region.
“The multilateral negotiations taking place right now under the auspices of Qatar should be a first step towards a forward-looking strategy providing hope for peace, justice, and the end of terrorism. In order to succeed, the world must accomplish these basic components:
- The immediate release of all 239 hostages being unlawfully held by Hamas (and other terrorist groups).
- The immediate cessation of hostilities against any civilian targets in order to save the lives of endangered women, children, infants and other noncombatants.
- A mutually agreed-upon bilateral humanitarian pause or mutually agreed-upon ceasefire to provide for a “global humanitarian surge” of aid to hundreds of thousands of displaced and suffering innocent civilians throughout Gaza.
- The removal of Hamas from operational control of Gaza and the initiation of multilateral negotiations, which include the Palestinian Authority, to arrive at the long sought-after but much-derailed two-state solution, focused on the creation of a democratic sovereign Palestinian state and the reinforcement of the security of a democratic Israel, both with safe and permanent borders. This should be accompanied by the initiation of indictments and prosecutions of the planners and perpetrators of the terrorist violence of October 7.
- A Marshall Plan-style global reconstruction effort channeling the energies and resources of the world not into violence and war but into peace, social and municipal rebuilding of devastated areas in Gaza and Israel, and a renewed investment in education, health, social welfare and the rule of law to nourish the growth of democracy in the Middle East.
“We live in a time of extraordinary challenge and difficulty. The world needs a lot more hope and vision to break the cycles of violence and hatred that have cost thousands of lives just this month.
“It is natural for all of us to feel helpless before the magnitude of all this violence and suffering. But we must not despair. We must instead do whatever we can to stand by the rule of law and to work together for peace and security for all.”

Beyer Statement On Negotiations For Ceasefire And Release Of Hostages
Washington, November 15, 2023
Rep. Don Beyer (D-VA) today issued the following statement on reported negotiations in Qatar coordinated by American officials for an agreement that would see a temporary ceasefire in Gaza, the release of Israeli hostages, and the delivery of humanitarian aid to Palestinian civilians:
“I support negotiations seeking a deal on a ceasefire in exchange for the release of hostages.
“While the immediate goal of these negotiations is to secure the release of hostages and provide urgently needed humanitarian assistance, I believe the next step should be using an initial truce to build a more durable ceasefire to secure the release of all hostages, an end to attacks on Israel, the protection of civilian lives in Gaza, and an end to the appalling loss of life from this conflict.
“Ultimately, a ceasefire should be used to pave the way for negotiations on a new political and security architecture for Gaza that allows Palestinians and Israelis to live in peace, security, and dignity. That is the objective American foreign policy should pursue.”

Congresswoman Maxine Waters Calls for an Immediate Cease-fire in Gaza.
Washington, D.C. – Today Congresswoman Maxine Waters (D-CA), Ranking Member of the Financial Services Committee, released the following statement:
“I call for an immediate cease-fire in Gaza. A war has been raging between Israel and Hamas. Hamas struck Israel with a terror attack on October 7th. One thousand four hundred Israelis died, and Israel was shocked and outraged by this deadly terrorist attack. Israel responded and to date, over ten thousand Palestinians have been killed. According to Save the Children, “more children have been killed in the last three weeks in Gaza,” than have died in the last three years of all other global conflicts (3,600). In comparison, “2,985 children were killed across two dozen war zones throughout all of last year.” [1] The catastrophic civilian death toll in Gaza and Israel stands to inflame the entire region and could possibly further involve Hezbollah and Iran. The United States of America must work to seek a cease-fire as soon as possible. The bloodshed must stop! As a member of Congress and as a supporter of Israel, who has signed a congressional resolution reiterating my support of Israel, I sincerely believe there must be humanitarian support for the civilian population of both Israel and Gaza. The people of Gaza desperately need water, food, medicine, and fuel NOW. There must be negotiations for the release of all hostages, NOW. Hamas must cease all attacks on Israel, and Israel must cease all attacks on Gaza. The killing of civilians must stop, and the U.S. must provide leadership in seeking and working for peaceful solutions to this devastating time in the history of our world.”

And still I rise. Today I stand before you with a heavy heart, burdened with great sadness. Today I’m responding to a moral imperative driven by the dictates of conscience. My conscience dictates that I continue to condemn the hate driven speech and violence being perpetrated against Jews.
On October 8th, 2023, I tweeted on the “X” platform.: “Former Majority Leader @RepStenyHoyer is right: ‘Jews must have the right to live safely & securely in their ancestral homeland. In this terrifying hour, I stand with them & condemn this heinous, terror attack in the strongest possible terms.”
On October 17th, 2023, I signed onto (cosponsored) H.Res.793 - Calling on Hamas to immediately release hostages taken during the October 2023 attack on Israel. The Resolution: Condemns Hamas for its brutal attack on Israel; Condemns Hamas for the taking of hostages; Condemns Hamas for threats made against hostages; Demands that Hamas immediately release all hostages and return them to safety; Recognizes that the taking of hostages is a violation of international humanitarian law; and Expresses sympathy to the hostages, wounded, deceased, and their families for this travesty to justice and personal hardship. Driven by the dictates of conscience, I have defended the Jewish people and Israel on the floor of the House of Representatives. I have proclaimed publicly and believe that Israel is real and has a right to exist. Since being seated in Congress in 2005, I have supported funds to Israel in furtherance of a two-state Israel and Palestinian peace solution. While I support Israel’s right to exist and defend itself against Hamas. I cannot, in good conscience, support the killing of many thousands of Palestinians in a war that has not been declared against Palestine.
Today, with a heavy heart and a moral imperative driven by conscience, I am calling for a ceasefire against the killing of innocent Palestinian civilian men, women, and especially children - like Israel, they too are real and have a right to live.

WASHINGTON – Today, Representative Joaquin Castro (TX-20) issued the following statement calling for an immediate ceasefire between Israel and Hamas, or, at minimum, a temporary cessation of all hostilities in Israel and Gaza to protect civilians. McCollum Urges President Biden to Facilitate Ceasefire

Congresswoman Betty McCollum (DFL-Minn.), Ranking Member of the House Appropriations Subcommittee on Defense, released the following statement today:
“I strongly support President Biden’s decision to travel to Israel at this critical time. I urge him to use this visit to begin facilitating a ceasefire among all parties to prevent the loss of more innocent lives in Israel and Gaza. However, a ceasefire cannot be one-sided. That includes Israel, Hamas, Hezbollah, and other parties. The international community must work together to restore the delivery of food, water, power, and medical supplies to Gaza.

The First U.S. Senator Has Officially Called for a Cease-Fire in Gaza
The second-highest-ranking Democrat in the Senate made a bold statement.

Senator Dick Durbin is officially the first U.S. senator to call for a cease-fire in Gaza—26 days into a brutal airstrike campaign by the Israeli military which, as of Thursday, has killed over 9,000 Palestinians in Gaza, according to Palestinian health officials.
During an interview with CNN’s Poppy Harlow on Thursday morning, the second-highest-ranking Democrat in the Senate was asked if he believed there should be a cease-fire.
“Is a cease-fire needed now?” Harlow asked.
“I think it is,” Durbin said. “At least, under the context of both sides agreeing.”
The Illinois senator described what would need to be a “good faith” effort by both Hamas and Israel, leading to the immediate release of Israeli hostages by Hamas and “conversation between the Israelis and the Palestinians.”
“Let’s face it, this has gone on for decades. Whatever the rationale for the beginning, it has now reached an intolerable level,” Durbin said.
Durbin said he has not yet communicated his beliefs to President Biden, whose administration is actively avoiding calls for a cease-fire. Durbin joins the ranks of 23 members of Congress who have expressed the need for a cease-fire.

“I wholeheartedly supported the Republican-led effort to censure Representative Rashida Tlaib for her history of antisemitic remarks, including her record of defending the use of slogans that call for the eradication of Israel.
Regretfully, the vote to censure Representative Tlaib was changed from its originally scheduled date to Election Day, November 8, 2023. The new vote time on Election Day conflicted with previous commitments I made to assist local conservative candidates on Long Island, which led to me missing the censure vote.
I will continue to stand with our Israeli allies and condemn antisemitism in all its forms.”
